The Protocol, especially related to how Sentinel operates is being controlled by a system known as Sentinel Defense Network. Without the network, the sentinels we're not able to conduct their duty including protocol.

For the defenses inside the Installation, Sentinel Defense Network plays a major role mainly to keep the Installation 00 safe and eliminate any threats that can give potential harm to the installation. When Voridus shut down the network, the Sentinels are inoperable and only stationary defenses remain operational, this causes The Flood to be spread rapidly before Voridus and Pavium reactivates the Sentinel Defense Network and allowing the Sentinels to resume their duty once again.
