[Is Cortege The Arbiter's Theme?] The Section of the suite named Cortege and variations of the specific melody(Specifically III Weight of Failure) are significantly attached to the Arbiter, such as the version of it used in Prologue, seem to suggest that this is meant in some way to be the Arbiter's theme, so to speak.
