The Mantle supposedly gives them the "authority" to do so. The Mantle is the philosophy that Forerunner society is based around, so yes, you could say that part of that philosophy gives Lifeworkers the right (and duty) to experiment with life SPARTAN-347 22:12, 19 March 2011 (EDT)

There's a subtle difference. Technically, for example, you have the power to engineer whatever lifeform you wanted, if you had several degrees in a number of scientific fields. You could do that, if you knew how. When we see Spark and the other Monitors, were these Forerunners standing around in this scene supposed to be Lifeworkers?
