::::There's also the fact that UNSC forces have had unusual access to two major Forerunner installations - Installation 04A, and the Ark. Cortana's time in Alpha Halo's system uncovered a lot of information that the player or reader didn't get to see, and the UNSC can't have just been hunting for Truth while on the Ark - while the Chief was off bringing Scarabs down and massacring Brutes, I imagine ONI infiltrating whatever they could, scavenging together anything they could use.
