The 7 year "buffer period" could also be the time it takes for an AI to become fully sentient and aware of its own existences as an eternal perspective, meaning that "technology or consequences of their own action that would interfere with their own unique timeline would start a 'glitching' pattern their own present timeline". Forgetting how to "breathe" due to constraints in memory storage or processing power optimisation is how it looks to a person studying why this 7 year buffer exists in AI, but the reality is that an immortal sentient AI can be its own worst enemy at some point in the future, which results in the corruption of it's own unique timeline in the present (which in turn creates a paradox preventing the future action of an AI from happening, resulting in what looks like simple hardware and software issues in the present as an AI becomes "insane", but unexplained glitches that have no logical explination other than "random interactions with binary" are actually an AI corrupting itself as it becomes a fully sentient immortal entity with an eternal perspectice (ho boy, citations needed, probably linking in the Reach pad substories https://www.halopedia.org/Halo:_Reach#Data_pads)
