This article is about the Arbiter during the War of Beginnings. For other Arbiters, see Arbiter (disambiguation).
This Arbiter led the Sangheili during the War of Beginnings against the Reformist San'Shyuum. He was present on Ulgethon to receive the delegation sent by the San'Shyuum to discuss a possible alliance, and it was at his command that the emissaries were executed, which began the conflict.
