Rouse is an old man and information broker in New Tyne, Venezia, as well as the owner of Tiny Birds, considered the worst dive bar in the city. As the name of the establishment alludes to, Rouse is obsessed with small yellow and blue birds, which hang from cages in the bar. In January 2557, Nor Fel sent Rion Forge to meet with Rouse at his bar. He proceeded to provide her with information concerning the wreckage of a UNSC cruiser in exchange for a cut of the profit. For ten thousand credits and fifteen percent of the future sale of any salvage, Rouse provided her with the ship's location—the moon of Chi Rho, Eiro, in the Ectanus 45 system.[1]
