Project CONSEQUENCE was a project managed by Section III of the Office of Naval Intelligence. On May 20, 2544, Dr. Catherine Halsey mentioned in her journal that CONSEQUENCE was one of the few Section III efforts that had proven useful in fighting back the Covenant threat, alongside SPARTAN-II, MJOLNIR, BRAVADO and GUNGNIR as well as next-generation AI and cloning technologies and the Illegal Entry Protocols.[1]
