Project: ARC DREAM is a project conducted by the Office of Naval Intelligence. Following the discovery of an ancient human cruiser ship at Site Yankee-002-G3, a report detailing the find recommended further analysis to be assigned to the project.[1] From ARC DREAM's labs came "Project ENOCH", a mechanism for the Locus helmet, which allows the user to "speak" with tonal patterns that are understood by nearby humans but cannot be interpreted through recordings or remote monitoring.[2] From ARC DREAM it was also developed the UTIL/Null Bag, a type of null state stasis container capable of completely and utterly block all signals, including esoteric energy bursts used by Forerunner mechanisms.[3]
