Irsu 'Labat[1] was an ancient Arbiter who ruled the continent of Qivro on Sanghelios centuries before the Sangheili became a spacefaring species. Part king and part judge, the Arbiter of Qivro was a tyrannical ruler whose reign was overthrown by a devoted brotherhood of Kaidons, the first original ancient Swords of Sanghelios.[2]
