The individual holding the title "Guardian of the Luminous Key" was a member of the Covenant whose arrival in the Ascendant Justice was awaited by the Covenant forces stationed at Installation 04. He or she was briefly mentioned in a Covenant message translated by Cortana.[1]

Trivia

It is possible that "Luminous Key" refers to the activation index of Installation 04, which the Covenant were undoubtedly eager to obtain. Cortana, who was aboard the ship, did have possession of the Index, but there is no proof that the Covenant knew this.
