General Order 98.93.120 is a protocol created by the Office of Naval Intelligence. This protocol authorizes the ONI AI stationed at Zone 67 on planet Onyx to take control of all military forces on the planet under emergency circumstances, such as the Battle of Onyx.
It is unclear why such an order would be specifically made for Onyx, but it is possible that ONI feared that the alien ruins it discovered on the planet would attract the Covenant or cause some conflict, which they did. In 2552, Endless Summer issued this order to Camp Currahee to the south, taking control of the SPARTAN-IIIs there and ordering them to Zone 67's defense[1].
