Colonial Administration Authority

The Colonial Administration Authority is, apparently, the civilian government of the UNSC. The CAA is a civilian administration that likely governs the various colony worlds of humanity and it keeps extensive files on every colony, world, and city under its care. These files contain everything from topographic maps to the information on the materials the city sewer system was built from. The authority provides this information to ONI special weapons teams upon request. It can be very helpful when defending colonies from Covenant attack. The Colonial Administration Authority is in charge of the Colonial Military Administration, which, in turn, commands HIGHCOM. The Colonial Administation Authority is a Democracy.

NOTE: The Colonial Administration Authority has only been mentioned, the specifics of the organization have never been made clear. Equally, from present data, the CAA may simply be the 'civil service' branch of the United Nations, and not an actual state. References to the East African Protectorate seem to indicate that the United Nations has become a federalised world government.
