Civilian Emergency Instructions

Civilian Emergency Instructions, abbreviated CEI, were a set of documents provided to the civilian population of Arcadia, and presumably other human colonies as well. The documents provided instructions on basic survival and evacuation procedures in the event of a Covenant attack.[1]
