Template:Semicanon Civilian Emergency Instructions were documents provided to the civilian population of Arcadia and presumably the other human Outer Colonies as well. They provided instructions on basic survival and evacuation procedures in the event of a Covenant attack.[1] As such, they seemingly represent the civilian response to the UNSC's declaration of WINTER CONTINGENCY.
