Judging by their very limited appearence in books, comics, and, until now, games, it is assumed that army forces are fewer in number to marines. This is because the UNSC learned the strategic value of mobile forces that could be deployed from world to world, at any time, during the inssurectionist war. It so happened that this also applied in the Human-Coveneant war. Typically, the Covenant forces would wipe out defense fleets, and glass planets from space, meaning that army units never got the chance to cause much damage. However, despite their little experience in fighting the covenant, they were very effective in the second battle of Reach, possibly from fighting local insurrectionists.
