Harmony is a human planet that has been glassed by the Covenant. In I Love Bees, Colonel Herzog suspected ONI had broken the code used by the Covenant, and learned of the upcoming attack but let Harmony fall, along with Troy, to ensure the Covenant wouldn't realize.[1] It was implied he was right.
