The Cold Storage Monitor is the Monitor on the ceiling of Cold Storage. The "Monitor" follows your movements if you stare at it for a while, but will stop once you leave the room. It should be noted that the Monitor on the ceiling can't be 2401 Penitent Tangent, for it's far too large.
