:::Regarding Spartan-II's in general, we only know of very few who are confirmed to have been part of the original wave of Spartan-II's who survived the augs. (we can probably make a list of those actually and organize stuff better)
:::Red team for example were Washouts and thus we do not know their "initial" rank when they finally graduated. Its the same issue as the Spartan-III's here. Hence us being really really careful who we give ranks too. Many including Keiichi-047 "could" have been a washout but was rehabilitated back into a Spartan. (Plus there is the whole Class 2 scenario but that is another can of worms)
:::Plus we like to be 100% sure with stuff, and never assume unless we know for a fact. "At least" doesn't account for scenarios like demotions or even the rare retired Spartan (yea while unlikely for demotions we'd rather not take that chance)
:::Hopefully this makes sense. :D -[[User:CIA391|CIA391]] ([[User talk:CIA391|talk]]) 16:24, 23 January 2019 (EST)
