Promesa - The City of Promise

Where is it shown that Promesa is part of the city of Noctus? According to the signage and even the manhole covers, Promesa is a city and the Plaza map appears to be located there. Noctus is another city on the same planet I believe. The text in the write-up seems to indicate Promesa is not a city in its own right. -ScaleMaster117 (talk) 19:59, 17 January 2016 (EST)

I think I was under the impression that Promesa was a part of Noctus due to this line: "ultra-tech industries in Noctus and the research center of Promesa". I must have misunderstood the line and assumed that Promesa was a research center in Noctus rather than it referring to a research center in Promesa.
