I highly doubt that this is what the ribbon means. Keyes is a navy officer, this award is for air force enlisted men. ive just had a look at the captain keyes picture, and i cannot see that medal anywhere on him. i dont think that, even if he has a ribbon similar in appearance, it would be the airman of the year. it is probably just another campaign ribbon or something

In that case, it says something about Keyes' early service.
