Vice minister

The Vice Minister is a position in a Covenant ministry. The Vice Minister is a deputy of the full Minister, and substitutes for the Minister in sessions of the High Council when necessary. The Vice Minister would aid the Minister with his duties, essentially serving as a second-in-command.[1] A senior staffer served as aids for Vice Ministers. They used anti-gravity chairs that were slightly more sophisticated than a senior staffer's, allowing Vice Ministers to travel in groups of three. The anti-gravity chair of a Vice Minister had a hard, metal seat.[2] The Prophet of Regret was once the "Vice Minister of Tranquility", serving the Ministry of Tranquility.[3]
