"UEG Mine Safety and Health Administration protocols require that vehicles used to transport explosives be thoroughly cleaned and flushed prior to entering a charging station."
Damon, an artificial intelligence construct assigned to Spartan-II Fred-104.[1]

The Mine Safety and Health Administration (MSHA) is an agency of the Unified Earth Government responsible for ensuring the health and safety of miners and the safe handling of mining equipment and explosives.[1]

Overview

The administration was created at some point prior to 2551 and required mines throughout UEG-controlled space to follow certain protocols.[1][2] One of these required that all vehicles used to transport explosives be thoroughly cleaned and flushed prior to being placed within a charging station. The MSHA also requires that any theft of explosives be reported to local authorities within one hour of discovery and to the administration itself within twelve.[1]
