The Governors of Contrition was a fringe sect in the Covenant. The members of this sect believed that all forerunner creations were pure. They also believed that the flood is a forerunner creation, they, aside from the rest of the Covenant, believed that the flood had to be protected, even embraced. They argued that the forerunners had created the perfect life form.
