Special Assembly Plant Concord is a secretive human shipbuilding facility operated by the Office of Naval Intelligence, based in the Oort cloud of the Sol system.[1][2][3] The facility was utilized by the UNSC Navy to build Infinity-class supercarriers, including UNSC Infinity and UNSC Eternity, as part of Project: OUROBOROS.[1] Construction workers remained stationed at the facility for years to ensure complete secrecy.[4]
