Smart AI are AI that have no limitations in their dynamic memory-processor matrix.  In other words, "smart" AI can learn and adapt at unchecked levels growing ever-smarter, while "dumb" AI, while experts in the fields they have been programmed in, cannot learn new data. <ref>[Halo: The Fall of Reach], page 235 </ref>

Smart AI are AI that have no limitations in their dynamic memory-processor matrix. In other words, "smart" AI can learn and adapt at unchecked levels growing ever-smarter, while "dumb" AI, while experts in the fields they have been programmed in, cannot learn new data. [1]

Lifespan

Due to its unusual nature, "smart" AI have a very limited lifespan. After a period of about seven years, "smart" AI will start processing so much that they can no longer function under normal parameters, such as a human thinking so much that their brain stops sending signals to the heart and lungs. In the end, the AI would literary 'think' itself to death.
