John Sullivan is an Office of Naval Intelligence public relations officer. He is presumably a member of ONI's Section Two.
Biography
In July 2557, the city of New Phoenix, Arizona, URNA was attacked by the Didact and its population was digitized by the Composer.[1] Sullivan released to the press that the attack was not committed by the Covenant.[2]
