Herbert is a Civilian living in a government apartment building in New York City, United States on Earth. While he has a son, he is not the biological father.[1]
When he unknowingly interrupted a conversation between Durga and Jersey Morelli, Durga lashed out. Informing him that his son isn't his, she got him fired.[1]
