H. T. Ward was a member of the United Nations Space Command Navy. Ward was the one who originally transmitted the broadcast of the Cole Protocol in 2535.[1][2]

In 2535, H. T. Ward transmitted UNSC Emergency Priority Order 098831A-1, a directive for UNSC personnel to read General Order 098831A-1 (the "Cole Protocol"), to all UNSC personnel.[2]
