Template:FOF-1 The Council of Concordance is an assembly within the government of the Covenant that keeps peace and harmony within the various species that make up the Covenant hierarchy.[citation needed] This council also wrote the famous Writ of Union and the Ratification Parley.[citation needed]
The Council of Concordance probably had to deal with many of the Disruptions to the covenant, such as the Grunt Rebellion.
