The Congressional Plaza is the meeting place of the Unified Earth Government Senate on Earth.[1] Many steps lead up to the front entrance of the plaza, and the top of these steps is commonly used for press conferences, such as the one called by freshman senator Andrew Del Rio in 2558 so that he could denounce the continued use of Spartan-II supersoldiers.[1]
