Decided Heart was a Sangheili Base World, where the clan of Warlords had settled. One of them, the Arbiter from the time period of Halo Wars, attempted coup d'etat, leading loyal forces to try and assassinate the clan's leadership. His attempt failed, and he was tried and imprisoned for his crimes.
The planet itself seems to have been barren, though with large settlements of Sangheili. It may be that it was a military base rather than a colony. Its inhabitants, with the exception of the red-wearing warriors loyal to the Warlord wore ornate gold armor, indicating a high number of important military officials.[1]
