Ministry of Concert

The Ministry of Concert[1] is a Covenant political body that represents the political interests of the lower caste members of the Covenant hierarchy, which includes the Gruntss, Jackals and Drones.
It should be known that the Minister of Concert was to eventually become the Prophet of Tolerance. [2]
