A very high rank given to only the most gifted and talented worriors. These elites can be seen at the end of the level Gravemind. As soon as you are about to leave the mousolem of the arbiter you will face two stealth elites and a Honor Guard Councillor. They wear Honor Guard Ultra Armour, but also wear a Councillor head dress. The only weapon you see them use is a sword but like most elites they can wield many weapons
