Template:Covenant Character Infobox Soha 'Rolamee was an Elite member of the High Council and member of the council of masters in the Covenant. He outranked Zuka 'Zamamee by at least two levels.[1] He was a member of the Council, so he would probably have fallen under the rank of Councilor.
