The Covenant made a high council which were one by one wiped by the Flood ( the flood killed/ewww Prophet of Mercy while the Prophet of Truth did ordered to do nothing to help him), or by Spartan 117 (Master Cheif meleed Prophet of Regret to death), or by the Arbiter (stuck a plasma sword in Prophet of truth).
