This was before Halo: Reach made female Spartans visibly thinner, which was just for gameplay purposes. Kelly is on the front cover as well and her waist looks far thicker even though she's also a girl. Compare the Mark V and the Mark VI, and you can see the Mark VI is simply designed thinner. Additionally, Linda does not have her sniper rifle, which is how we determined it was Linda on the old Fall of Reach cover.
