According to my research, I have found with the thunderstorm skull on other levels besides Sierra 117 have no golden-Armored Captains. The only time that I have seen nothing but golden armored Captains was Sierra 117. On other levels, such as Crow's Nest and Tsavo Highway, all the Captains are cyan-colored, and there are no violet or golds, though there are pairs of silvery-blue Captain-like Brutes accompanying Chieftains.

They are weaker than the rest of the cyan colored Brutes, as it only takes one direct sniper shot to the head to eliminate them, while the cyan ones require two. The gold ones on Sierra 117 require either 3 sniper headshots, or 1 to the body, and then 1 to the head. So the gold guys do have better armor, which is interesting.
I agree with the heading above. There are no "blue" armored Captains; the ones closest to blue are the teal ones, and the ones that seem blue are actually violet. The silvery-blue ones are actually Brute Bodyguards, the guys who protect and accompany a Chieftain, and are not Brute Captains, despite the identical armor design.


Still, why are there no golden Brutes on these other levels? I have the skull activated, but there were none in these circumstances. If the golden Brutes are indeed the true Brute Captain Ultra's, they should be the dominant Brute Captain types present, or at least the most common. But there are zero golden Brutes, just the cyan ones.
The violet armored Captains are regular Brute Captains, and their armor only looks blue because of the lighting and the reflections from the armor's sheen.  


What is going on? Is my game copy bugged? Please let me know, for am a bit confused.
I've also used the thunderstorm skull on levels besides Sierra 117, and I have seen no gold-armored captains save for that level.
 
The only Captains I've seen there are teal Brute Captains, and since the highest Brute Captain rank is Ultra, which is teal, it aligns perfectly from what I've seen. The skull raises the ranks to their highest applicable rank, so for perhaps Sierra 117, since it is the first level, all ranks are not present. There are no infantry, jump pack, or stalker Brutes, just Captains and Captain Majors, 2 Bodyguards, and 1 Weapon Chieftain mixed amongst the Jackal Snipers and Sharpshooters, standard Jackals, and Grunts.
 
So perhaps it was an error, but as far as I can tell, the teal ones are the Brute Captain Ultras, and the gold are Brute Captain Majors. The actual strength of the gold and teal power armors is pretty much the same, for both Captain types go down in two sniper/beam rifle headshots.
 
My research is ongoing, but this is what I have found. Cheers.
