Could Charlie-Alpha Alpha (CAA) be an abbreviation of Colonial Administration Authority? Would a Reach local office be in charge of a civilian evac transport? :It would make sense, though the dialog appears to suggest that Charlie Alpha Alpha is one specific transport craft.
