(this would be post-rapture) This makes sense because earth was their last hope, their last stand. They were the remaining Humans which means they were the remaining forerunners or reclaimers, the last of the old life style, just like the christians will be during the tribulation. Not to mention the "silencing" that you mentioned would be more along the lines of the countless martyrs that have died in the world today. not to mention the ones who will die when they stand up against the false prophet and the false religion.
