The '''War Council''' is a type of structure used by the [[Banished]] at their [[Banished outpost|military outposts]]. They may be used by the outpost to requisition new technologies and upgrades for the base's complement,{{Ref/Game|Id=PL|HW2|Phoenix Logs|Detail=War Council}}{{Ref/Book|Id=Enc22|Enc22|Page=443}} serving as a broad equivalent to the [[UNSC Armory|Armories]]/[[UNSC Field Armory|Field Armories]] of the [[United Nations Space Command]] or the [[Covenant Temple|Temples]] of the [[Covenant]].

==Overview==
War Councils allow outpost [[overseer]]s to request new resources and technology, improving the expediency of their military operations.{{Ref/Reuse|Enc22}} They also serve as important symbols of power and authority within the Banished meritocracy, making their creation important for any burgeoning commander. This authority also allows the overseer to request assistance from more elite units and individuals, which can in turn help provide even greater victories and spoils of war for the base commander, who is himself in a constant competition with the other outposts in a given campaign for ascendancy in the ranks.{{Ref/Reuse|PL}}

It is for this reason that construction of a War Council is an esteemed privilege for any outpost deemed sufficient to warrant one. They are typically the first new construction added to the outpost once its [[Banished Power Extractor|power]] and [[Banished Harvester|resource extraction]] facilities are sufficiently established,{{Ref/Reuse|PL}}{{Ref/Reuse|Enc22}} with an overseer risking "fates worse than death" for inefficiencies.{{Ref/Reuse|PL}}

War Councils were introduced in ''[[Halo Wars 2]]'' as the Banished equivalent for the [[UNSC Armory]]. They allow the player to build Hero/Super units and research army-wide upgrades. They require a tech tier of 1, {{HW2Supplies|100}}, and {{HW2Power|50}} to purchase.
