Commander Theo Figueroa was a Senior Officer in the UNSC Navy.[citation needed] He was the commanding officer of Epsilon Base during the Harvest Campaign in 2531. He expressed some concern to Captain Cutter over the base's ability to meet its operational schedule, but was assured that time was not a luxury the UNSC had. Cutter regarded Figueroa as one of his best officers.
