Currently in the article it states:
"The objects of the chest plate may be pieces of equipment for EVA operations."
Taking a closer look at the renders, I would say that they are not "equipment" but rather a strapped-on chestpiece reinforcement.
First of all, the shape would not serve as any tool of use.
Secondly, the material appears to be the optically dispersive material of the Mjolnir Mk V described in the Halo novels.
Thirdly it would make sense to add extra protection to the suit versus projectile weapons since even a minor suit breach would be disastrous in operations requiring EVA, as in the case with Sam in Halo: The Fall of Reach.

Well, I guess this utterly destroys the support for the SPARTAN-IIIs-in-Halo-3 theory...there's still hope, just no proof.

See here, I doubt the UNSC would let the Chief to Onyx, since he is defending Earth at the moment, if he does, it would leave Earth unprotected. And even if the Chief makes it through onyx, it wouldn't be a smooth journey back to Earth in time in witnessing the opening of the ark...
