Miriam Baxendale

Dr. Miriam Baxendale is the head of Occupational Personality Testing in UNSC Human Resources.[1]
Background
At some point her department was responsible for testing and recommending candidates for Kilo-Five. She later sent a message to Admiral Parangosky saying it was somewhat difficult finding personnel with no family ties and would bond well. She stated that Naomi-010 did not fit the criteria but because of the limited number of SPARTAN-IIs left, flexibility was required.
