A junior staffer was a position within a Covenant ministry available to San'Shyuum. Junior staffers are entry-level ministry workers. As the lowest members of a Covenant ministry, junior staffers rate the weakest anti-gravity chairs—which require groups of twenty to travel effectively.[1] A junior staffer could investigate ministry matters or recommend solutions to problems relating to the ministry. Disagreeing or arguing with superiors within the ministry a junior staffer was serving with could impede the San'Shyuum's career.[2]
Ord Casto was once a junior staffer for the Ministry of Concert during the Unggoy Rebellion, before eventually rising to the position of Hierarch of the Covenant.[3]
