This Sangheili warrior was an ancient Arbiter who ruled the continent of Qivro on Sanghelios centuries before the Sangheili became a spacefaring species. Part king and part judge, the Arbiter of Qivro was a tyrannical ruler whose reign was overthrown by a devoted brotherhood of Kaidons, the first Swords of Sanghelios.[1]
