The First Councilor was the highest position obtainable by the councilors in the Ecumene Council, the governing body of the Forerunner ecumene. The Metarch-level ancilla that coordinated the trillions of ancilla in the Capital only answered to the First Councilor.[1] After Faber was stripped of his title as Master Builder, Splendid Dust of Ancient Suns was made First Councilor.[2]
