This is the U.S. Navy insignia for an Ensign. The UNSC Navy uses the same insignia.

Ensign is a junior commissioned officer rank of the UNSC Navy. It is the lowest commissioned officer rank, just below Lieutenant Junior Grade and equal in rank to Second Lieutenant in the UNSC Marine Corps.
