Councilor is the highest rank attainable for an Elite of the Covenant, military or politically. They are members of the High Council, along with the Lesser Prophets. They share power directly under the High Prophets. It can be assumed An Arbiter is the Highest rank an Elite can have(though they aer appointed).

During the Civil War of the Covenant, many of these Elites were taken to the surface of Installation 05 where they were massacred by the Brutes. Several were imprisoned, however, and they were set free by the Arbiter and assisted him in assasinating Tartarus.

Appearance

The Councilors wear large, distinct and oddly shaped crowns as ceremonial helmets. These helmets are silver mostly and also have streaks of dark gray and olive. their crowns are reminicent of the queen aliens head from the ALIENS series. For armour they wear white plates like Ultras.

These Elites appear only four times in Halo 2.

  • In the end of the level Gravemind, next to the mausoleam of the Arbiter room, carrying an Energy Sword.
  • In High Charity's Step of Silence, while the judgement of the future Arbiter takes place.
  • In the Arbiter's battle against Tartarus.
  • In The Great Journey when you free 2 of them and 2 Hunters.
