Well, The latest Behind the Scenes Combat Evolved Anniversary trailer just confirmed the fact that Stealth Elite is indeed a separate rank from Spec Ops. It actually is not even in the Special Operations Division. According to the analyzer, Stealth Elites are apart of Fleet Security, which makes sense.
