:As for the "Stealth = No Shields, Specops = Shields" matter, it's fairly simple: gameplay reasons. In HCE, these so-called Stealth Elites are relatively hard to see, less if it were not for their obvious Energy Swords. If added shields, they would be very difficult for the players to kill. Well, The latest Behind the Scenes Combat Evolved Anniversary trailer just confirmed the fact that Stealth Elite is indeed a separate rank from Spec Ops. It actually is not even in the Special Operations Division. According to the analyzer, Stealth Elites are apart of Fleet Security, which makes sense.
